The North County Subregional Planning Committee (NCSPC) is a Board subcommittee of the Santa Barbara County Association of Governments.

Persons may address the North County Subregional Planning Committee on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The North County Subregional Planning Committee may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Board Clerk to all or a majority of the members of the North County Subregional Planning Committee  Board less than 72 hours prior to that meeting are available for inspection in the SBCAG office and on the Internet at: http://www.sbcag.org/meetings.html

Recommended action:
Review and comment on Airport Land Use Compatibility Plans for Santa Barbara Airport, Santa Maria Airport, Lompoc Airport, Santa Ynez Airport, New Cuyama Airport, and Vandenberg Air Force Base and the Initial Study / Negative Declaration.

Recommended action:
Review and comment on staff’s work updating the regional environmental justice definition.

8. SANTA YNEZ RIVER TRAIL ALTERNATIVES ALIGNMENT STUDY Recommended action:
Recommend the SBCAG Board approve and authorize an agreement between KTUA and SBCAG for planning services associated with performing the Santa Ynez River Trail Alternative Alignment Study for an amount not to exceed $65,000.

9. MEASURE A CITIZENS OVERSIGHT COMMITTEE
Recommended action:
Recommend that the SBCAG Board approve reappointment of one at-large member of the Measure A Citizens Oversight Committee, Phillip Greene, and one North County member, Laurie Tamura, whose terms expire September 2019, to new four-year terms. Give staff direction on a process to fill the vacancy created on the committee by North County representative, Tessi Martinez, who is not seeking reappointment.

Recommended action:
Receive and File update from the County of Santa Barbara on the Census 2020 Complete Count Efforts.

11. MEASURE A NORTH COUNTY SAFE ROUTES TO SCHOOL AND BICYCLE AND PEDESTRIAN PROGRAM AND ACTIVE TRANSPORTATION PROGRAM UPDATE
Recommended action:
Receive presentation from SBCAG staff on the upcoming cycle of the Measure A North County Safe Routes to School and Bicycle and Pedestrian program and provide input to staff and the guidelines committee on development of the guidelines.
12. SBCAG ADVISORY COMMITTEES
Recommended action:
Receive an update on staff attendance at advisory committee meetings and SBCAG’s proposals to update the bylaws and/or consolidate committees and provide feedback to SBCAG staff.
