The North County Subregional Planning Committee (NCSPC) is a Board subcommittee of the Santa Barbara County Association of Governments.
Persons may address the North County Subregional Planning Committee on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The North County Subregional Planning Committee may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Board Clerk to all or a majority of the members of the North County Subregional Planning Committee less than 72 hours prior to that meeting are available for inspection in the SBCAG office and on the SBCAG website.
In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

Approve meeting summary of the November 8, 2017 meeting of the North County Subregional Planning Committee.
SANTA YNEZ VALLEY TRAFFIC CIRCULATION AND
SAFETY STUDY GRANT APPLICATION |
Provide input on the scope of work to be included in SBCAG’s grant application to Caltrans for a Santa Ynez Valley Traffic Circulation and Safety Study. Recommend the SBCAG Board authorize the submittal of the application.
HIGHWAY 166 MOU FOR CHANGEABLE MESSAGE SIGNS
a. Approve a recommendation for the chair of the SBCAG board to sign a Memorandum of Understanding (MOU) with Caltrans for the purchase, use, maintenance and storage of up to two changeable message signs (CMS) for the Highway 166 Corridor at a cost up to $40,000 from the SAFE fund.
b. Approve a recommendation for the chair of the SBCAG board to sign a Memorandum of Understanding (MOU) with the San Luis Obispo Council of Governments (SLOCOG) and the Kern Council of Governments (KERNCOG) for their contribution of funds toward the purchase of CMS units for Highway 166 corridor.
HIGHWAY 101/SANTA MARIA RIVER BRIDGE – CLOSE
OUT REPORT |
Recommend that the SBCAG board receive and approve the Highway 101/Santa Maria River Bridge Closeout Report, to close Measure A financial activity on this project.
CLEAN AIR EXPRESS TRANISITION UPDATE
Receive update on the transition of the administration of the Clean Air Express service back to SBCAG and recommend the SBCAG board authorize the Executive Director to enter into negotiations with the City of Santa Maria to execute a Federal Asset Transfer of over the road coaches from the Antelope Valley Transit Agency to SBCAG for ruse in Clean Air Express service.
MEASURE A CITIZENS OVERSIGHT COMMITTEE|
Provide direction on filling the vacancy on the Measure A Citizens Oversight Committee.
