The North County Subregional Planning Committee (NCSPC) is a Board subcommittee of the Santa Barbara County Association of Governments.

Persons may address the North County Subregional Planning Committee on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The North County Subregional Planning Committee may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Board Clerk to all or a majority of the members of the North County Subregional Planning Committee less than 72 hours prior to that meeting are available for inspection in the SBCAG office and on the SBCAG website.


In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

4. MEETING SUMMARY
Approve meeting summary of the February 1, 2016 meeting of the North County Committee meeting.
5.CLEAN AIR EXPRESS PLANNING UPDATE 
 Receive update on alternatives for operating the Clean Air Express following the end of the current contract in December 2017 and provide direction to staff regarding a preferred operating and governing structure.
6.MEASURE A SAFE ROUTES TO SCHOOL, BICYCLE AND PEDESTRIAN PROGRAM
Recommend the Board amend the cooperative agreement with the City of Lompoc to extend the Timely Use of Funds deadline by twelve months for the Measure A Cycle 1Bicycle & Pedestrian and Safe Routes to School project.  
7.HIGHWAY 246 PASSING LANES
Receive an update on construction progress on the Highway 246 Passing Lanes. Provide direction and a recommendation to the SBCAG board on options for funding cost overruns in construction some of which may affect future STIP shares for Highway 101 HOV.
