The North County Subregional Planning Committee (NCSPC) is a Board subcommittee of the Santa Barbara County Association of Governments.

Persons may address the North County Subregional Planning Committee on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The North County Subregional Planning Committee may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Board Clerk to all or a majority of the members of the North County Subregional Planning Committee less than 72 hours prior to that meeting are available for inspection in the SBCAG office and on the SBCAG website.


In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

5 MEETING SUMMARY
Approve meeting summary of the September 7, 2016 meeting of the North County Subregional Planning Committee.
6. FUNDING AGREEMENT FOR CLEAN AIR EXPRESS COACH PROCUREMENT
Recommend the SBCAG board authorize the Chair to sign a funding agreement with the City of Santa Maria to use of Measure A North County Interregional Transit Program funds as a local match for state and federal transit funding allocated to Santa Maria to purchase Clean Air Express coaches.
7. HIGHWAY 166 CHP ENFORCEMENT
Receive a status report from staff and the California Highway Patrol regarding Measure A-funded enhanced enforcement activities on Highway 166 East and Highway 166 West.  Provide direction to staff on whether to develop an extension of the enforcement services contract with the CHP for consideration by the committee at a future meeting.
8. HIGHWAY 166/BLACK ROAD INTERSECTION IMPROVEMENTS
Receive a report on the scheduled release of the draft environmental document by Caltrans and upcoming milestones for the project team and the committee.
