The North County Subregional Planning Committee (NCSPC) is a Board subcommittee of the Santa Barbara County Association of Governments.

AGENDA
1.CALL TO ORDER AND ROLL CALL
2.PUBLIC COMMENT
The public may address the Committee on any matter within the jurisdiction of the Committee that is not included as part of this agenda.
3. MEETING SUMMARY
Approve meeting summary of the August 6, 2014 meeting of the North County Subregional Planning Committee.
4. CLEAN AIR EXPRESS MEMORANDUM OF UNDERSTANDING
Recommend the SBCAG board authorize the Chair to sign a revised Memorandum of Understanding with the City of Lompoc to extend the term of the agreement to July 1, 2016 and make other minor modifications.
5. MEASURE A NORTH COUNTY COST SAVINGS PROJECTS

A. Receive an update on priority projects identified for funding at the August 6, 2014 meeting that are under development and will be brought to the committee at a future date for action:

 

1. Highway 246 Passing Lanes.
2. Highway 166/Black Road.

3. Highway 166/Highway 1.

4. Union Valley Parkway Interchange: Southbound On Ramp.
5. Union Valley Parkway Interchange: Woodmere Drive.
6. Clean Air Express Spare Bus.

 

B. Allocate cost savings to ready-to-proceed projects as follows and direct staff to draft Measure A Investment Plan amendments and Memorandum of Understandings (as necessary) with project sponsors for consideration by the committee and recommendation to the SBCAG board at a future meeting:  

1. $90,000 for enhanced CHP enforcement on Highway 166 west of U.S. 101.
2. $250,000 for construction of the Hwy 246 Buellton Sidewalk and Streetscape Improvement Project.
3. $600,000 for construction of the Alamo Pintado Creek Pedestrian and Bicycle Improvement Project.
4. $10,000 for the North County Interregional Transit Program to support pilot Saturday Clean Air Express service connecting the Santa Ynez Valley and Santa Barbara.

6. MEASURE A SAFE ROUTES TO SCHOOL, BICYCLE AND PEDESTRIAN PROGRAM
A. Receive report on status of projects approved for funding from Cycle 1.
B. Direct staff to convene a guidelines and scoring committee of stakeholders for the Cycle 2 call for projects.
