The North County Subregional Planning Committee (NCSPC) is a Board subcommittee of the Santa Barbara County Association of Governments.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

2. PUBLIC COMMENT
  The public may address the Committee on any matter within the jurisdiction of the Committee that is not included as part of this agenda.
3. MEETING SUMMARY
  Approve meeting summary of the April 3, 2013 meeting of the North County Subregional Planning Committee.  
   
4.

FEDERAL TIGER V PROGRAM

  Receive a presentation on the federal TIGER V program application for the Highway 246 Passing Lanes Project.
   
5.

MEASURE A HIGHWAY 246 PASSING LANES PROJECT

Provide the committee with response to questions asked at the April North County Subregional Committee meeting.

   
6.

 NORTH COUNTY TRANSIT PLAN

 

Recommend that the SBCAG Board authorize the Chair to execute a professional services agreement in the not-to-exceed amount of $84,881 with AECOM to prepare the North Santa Barbara County Transit Plan update.

   
7.

MEASURE A CITIZEN OVERSIGHT COMMITTEE

  Recommend that the board reappoint for four year terms thet wo at-large members of the Measure A Citizens Oversight Committee (Hamid Bahadori and David Lawrence) and the two north county members (Andy Caldwell and Mark Cheli) whose terms will expire in September of this year. Give staff direction on a process to fill the vacancy created on the committee by north county representative Linda Jackson’s resignation. Provide direction on filling vacant or expiring terms for North County nominated and at-large members of Citizen’s Oversight Committee.
