The Measure A Citizens Oversight Committee is an advisory body to the Santa Barbara County Association of Governments. Committee members are appointed by the SBCAG Board.

The Committee rules on the agenda and public comment, unless otherwise directed by the Chair, remain applicable to each of the participation methods listed above.

Persons may address the Measure A Citizens Oversight Committee on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Effective March 1, 2022 the California Department of Public Health requirement for unvaccinated persons to wear a mask in indoor public settings and businesses has been replaced by a strong recommendation that all persons, regardless of vaccination status, continue to wear a mask while in indoor public settings and businesses. Matters not listed on the agenda may be addressed during the public comment item on the agenda.

The Measure A Citizens Oversight Committee may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Committee Clerk to all or a majority of the members of The Measure A Citizens Oversight Committee less than 72 hours prior to that meeting are available for inspection by contacting SBCAG by email or via the Internet at: http://www.sbcag.org/meetings.html.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

The public may address the Measure A Citizens Oversight Committee on any matter within the jurisdiction of the Committee that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes.
3. MEETING SUMMARY
Recommended Action:
Approve the November 9, 2021 meeting summary.
4. ELECTION OF OFFICERS
Recommended Action:
Elect Measure A Citizens Oversight Committee Chair and Vice-Chair for 2022.
5. MEASURE A 2021 ANNUAL REPORT
Recommended Action:
Receive and provide feedback on the draft Measure A 2021 Annual Report.
6. TRAFFIC SOLUTIONS DIVISION UPDATE
Recommended Action:
Receive presentation on several 2021 Measure A funded activities of the Traffic Solutions Division including employer services, commuter assistance, vanpool programs, CycleMAYnia Bike Month, and the EZBike Project.

7. MEASURE A BICYCLE AND PEDESTRIAN AND SAFE ROUTES TO SCHOOL PROGRAMS
Recommended Action:
Receive presentation on status of North County and South Coast Bicycle, Pedestrian and Safe Routes to School Programs.

MEASURE A TRANSIT HIGHLIGHTS
Recommended Action:
Receive overview on regional transit programs funded by Measure A including Santa Maria Regional Transit, the Clean Air Express, and Coastal Express.

ANNOUNCEMENTS
Recommended Action:
Receive announcements from SBCAG staff and Committee members on items relevant to Measure A Citizens Oversight Committee.
