The Measure A Citizens Oversight Committee is an advisory body to the Santa Barbara County Association of Governments.  Committee members are appointed by the SBCAG Board. 

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

 

 
1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the Measure A Citizens Oversight Committee on any matter within the jurisdiction of the Committee that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes.

4. ELECTION OF OFFICERS
  Elect a committee chair and vice-chair for 2012.
   
5. PROGRAM OF PROJECTS
  Receive presentation on Measure A Program of Projects for FYs 12/13 to 16/17.
   
6. UPDATE ON MEASURE A PROJECTS
  Receive an update on the status of the following Measure A regional projects:
    a) US 101 Widening (four phases)
b) Santa Maria River Bridge
c) Union Valley Parkway Interchange
d) Highway 246 Passing Lanes
e) Highway 166 Safety Improvements
f) Buellton Circulation Improvements
g) Commuter Rail
h) Interregional Transit
i) Safe Routes to School, Bicycle & Pedestrian      Improvements
   
7. DRAFT FUNDING PLAN FOR UNION VALLEY PARKWAY PHASE III SHORTFALL
  Provide comments on a proposal to close a shortfall on the Union Valley Parkway Arterial project using potential cost savings from the Measure A Union Valley Parkway Interchange project.
   
8. MEASURE A REVENUES
  Receive an update on historical revenues received for the Measure A and Measure D programs.
   
9. MEASURE A AUDIT
 

Receive and approve the draft FY2010-11 Measure A Audit reports and Management Letter prepared by Moss, Levy & Hartzheim, LLP. Discuss process, content and timeline for drafting a letter to the SBCAG Board commenting on whether the provisions, requirements, and voter mandates specified in the Investment Plan and Ordinance have been properly carried out.
