The Technical Transportation Advisory Committee, Technical Planning Advisory Committee and Joint Technical Advisory Committee are advisory bodies to the Santa Barbara County Association of Governments.  Committee members include staff representatives of each city within Santa Barbara County, County of Santa Barbara, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.   Persons may address the Technical Transportation Advisory Committee, Joint Technical Advisory Committee, and Technical Planning Advisory Committee on any matter listed on the agenda.

                      

 IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION


The California State Legislature recently passed, and the Governor signed, Assembly Bill 361 (Rivas, 2021), which amends the Government Code to allow Brown Act bodies to continue to meet remotely if certain elements are met. The SBCAG Advisory Committee will meet in a hybrid model with some Advisory Committee members participating via teleconference and some in-person to meet the social distancing recommendation. Members of the public may observe and address the SBCAG Advisory Committee as shown below:

2. Public Participation: if you wish to make a general public comment or to comment on a specific agenda item, the following methods are available:
• In-person Santa Barbara Location. Persons may address the SBCAG Advisory Committee in-person on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Effective March 1, 2022 the California Department of Public Health requirement for unvaccinated persons to wear a mask in indoor public settings and businesses has been replaced by a strong recommendation that all persons, regardless of vaccination status, continue to wear a mask while in indoor public settings and businesses.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.
• Distribution to the Advisory Committee. Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Wednesday, August 31, 2022, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, August 31, 2022. Your comment will be placed into the record and distributed appropriately.

2. REPORT ON CIRCUMSTANCES OF THE COVID-19 STATE OF EMERGENCY
Recommended action:
A. Receive and file:
1. An update that the State and County remain under a proclaimed state of emergency related to COVID-19; and

2. Public Health Recommendation issued September 28, 2021 regarding social distancing.

B. Provide direction to staff about the location of the next meeting.
3. PUBLIC COMMENT
The public may address the committee on any matter within the jurisdiction of the committee that is not included on the agenda. Comments are limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes.
4. APPROVAL OF JTAC MINUTES
Recommended Action:
Approve Minutes from May 5, 2022 TPAC meeting.

Receive Advance Calendar on future TPAC items.

Recommended Action:
Review and comment on the methodology for implementing the REAP 2.0 program in the SBCAG region.

Recommended action:
1.  Reconsider the circumstances of the COVID-19 state of emergency;

2.  Consider whether state or local officials continue to impose or recommend measures to promote social distancing;

3.  Find that the SBCAG Advisory Committee has reconsidered the circumstances of the state of emergency, and that State or local officials continue to impose or recommend measures to promote social distancing; and

4.  Direct Staff to continue to notice and hold hearings as remote hearings consistent with Government Code § 54953(e)(3).

  PROGRAMMING DIVISION ITEMS  
5. UPDATES ON TRANSPORTATION INFRASTRUCTURE FINANCE AND INNOVATION ACT (TIFIA) LOAN AND BIPARTISAN INFRASTRUCTURE LAW (BIL)
Recommended Action:
Receive presentation on SBCAG’s pursuit of Federal TIFIA loan and general updates on implementation of the Bipartisan Infrastructure Law (BIL).
 
6. CALIFORNIA TRANSPORTATION COMMISSION (CTC) UPDATES
Recommended Action:
Receive updates on CTC’s programs, policies and activities.
 
7. SUBMITTAL OF SENATE BILL 1 (SB1) CYCLE 3 APPLICATIONS
Recommended Action:
Recommend submittal of Senate Bill 1 (SB1) applications for Santa Barbara U.S. 101 Multimodal Corridor to California Transportation Commission.
 
8. 2023 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
Recommended Action:
Recommend approval of the 2023 Federal Transportation Improvement Program to the SBCAG Board of Directors.
  PLANNING DIVISION ITEMS 
9. UCSB BICYCLE RESEARCH (No Staff Report)
Recommended Action:
Receive a presentation from Dr. Trisalyn Nelson on bicycle-related research occurring at UCSB.

10. SBCAG TRAVEL TRENDS PROJECT
Recommended Action:
Provide input on the potential scope of services for the SBCAG travel trends project.
 
11. FY 2022-23 UNMET TRANSIT NEEDS PROCESS DIRECTION
Recommended Action:
A.  Recommend the SBCAG Board direct staff to carry out the FY 2022-23 Unmet Transit Needs Process assuming no associated Transportation Development Act funding will be allocated pursuant to Article 8 of the Transportation Development Act; or

B.  Recommend the SBCAG Board direct staff to carry out the FY 2022-23 Unmet Transit Needs Process with the assumption that a portion of associated Transportation Development Act funding may be allocated pursuant to Article 8 of the Transportation Development Act.
