The Technical Transportation Advisory Committee, Technical Planning Advisory Committee and Joint Technical Advisory Committee are advisory bodies to the Santa Barbara County Association of Governments.  Committee members include staff representatives of each city within Santa Barbara County, County of Santa Barbara, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.   Persons may address the Technical Transportation Advisory Committee, Joint Technical Advisory Committee, and Technical Planning Advisory Committee on any matter listed on the agenda.

                      

 IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION


The California State Legislature recently passed, and the Governor signed, Assembly Bill 361 (Rivas, 2021), which amends the Government Code to allow Brown Act bodies to continue to meet remotely if certain elements are met. The SBCAG Advisory Committee will meet in a hybrid model with some Advisory Committee members participating via teleconference and some in-person to meet the social distancing recommendation. Members of the public may observe and address the SBCAG Advisory Committee as shown below:

2. Public Participation: if you wish to make a general public comment or to comment on a specific agenda item, the following methods are available:
• In-person Santa Barbara Location. Persons may address the SBCAG Advisory Committee in-person on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Effective March 1, 2022 the California Department of Public Health requirement for unvaccinated persons to wear a mask in indoor public settings and businesses has been replaced by a strong recommendation that all persons, regardless of vaccination status, continue to wear a mask while in indoor public settings and businesses.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.
• Distribution to the Advisory Committee. Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Wednesday, August 3, 2022, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, August 3, 2022. Your comment will be placed into the record and distributed appropriately.

2. REPORT ON CIRCUMSTANCES OF THE COVID-19 STATE OF EMERGENCY
Recommended action:
A. Receive and file:
1. An update that the State and County remain under a proclaimed state of emergency related to COVID-19; and
2. Public Health Recommendation issued September 28, 2021 regarding social distancing.
B. Provide direction to staff about the location of the next meeting.
3. PUBLIC COMMENT
The public may address the committee on any matter within the jurisdiction of the committee that is not included on the agenda. Comments are limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes.
4. APPROVAL OF TPAC MINUTES
Recommended Action:
Approve Minutes from May 5, 2022 TPAC meeting.
 
5. TPAC ADVANCE CALENDAR
Recommended Action:
Receive Advance Calendar on future TPAC items.
 
6. TPAC ANNOUNCEMENTS
Recommended Action:
Receive announcements from SBCAG staff on items relevant to TPAC members.

Recommended Action:
Receive presentation: Kick-off of Update to SBCAG’s Regional Land Use Model.

  PROGRAMMING DIVISION ITEMS  
8. FISCAL YEAR 2021/22 LOCAL SURFACE TRANSPORTATION PROGRAM (LSTP) APPORTIONMENTS
Recommended Action:
Recommend the SBCAG Board approve the Fiscal Year 2021/22 Local Surface Transportation Program apportionments.
 
9. DRAFT 2023 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
Recommended Action:
Review and provide comment on the Draft 2023 Federal Transportation Improvement Program.

10. AMENDMENT 13 TO THE 2021 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
Recommended Action:
Review a draft of Formal Amendment 12 to the 2021 Federal Transportation Improvement Program (FTIP) and recommend approval to the SBCAG Board in August 2022.
 
11. SENATE BILL 1 (SB1) AND CALIFORNIA TRANSPORTATION COMMISSION (CTC) UPDATES (NO STAFF REPORT)
Recommended Action:
Receive updates on CTC’s programs, policies and activities including Senate Bill 1 (SB1) programs, Road Charge Technical Advisory Committee and Equity Advisory Roundtable.
 
  PLANNING DIVISION ITEMS 
12. BROADBAND STRATEGIC PLAN PROGRESS UPDATE
Recommended Action:
Receive an update on the progress of the countywide Broadband Strategic Plan project, including discussion of available grant funding and a letter of support request.
 
13. REGIONAL BIKE PLANNING AD HOC MEETING
Recommended Action:
Provide input regarding topics to discuss at a Regional Bike Planning Ad Hoc meeting on a date to be determined. Topics at the meeting will include updates to the SBCAG GIS bike routes, update of the countywide bike map, regional bike share, and regional bike route signage.
