The Technical Transportation Advisory Committee, Technical Planning Advisory Committee and Joint Technical Advisory Committee are advisory bodies to the Santa Barbara County Association of Governments.  Committee members include staff representatives of each city within Santa Barbara County, County of Santa Barbara, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.   Persons may address the Technical Transportation Advisory Committee, Joint Technical Advisory Committee, and Technical Planning Advisory Committee on any matter listed on the agenda.

IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION

The California State Legislature recently passed, and the Governor signed, Assembly Bill 361 (Rivas, 2021), which amends the Government Code to allow Brown Act bodies to continue to meet remotely if certain elements are met. The following alternative methods of participation are available to the public:

2. Public Participation: if you wish to make a general public comment or to comment on a specific agenda item, the following methods are available:
• In-person Santa Barbara Location. Persons may address the SBCAG Advisory Committee in-person on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Effective March 1, 2022 the California Department of Public Health requirement for unvaccinated persons to wear a mask in indoor public settings and businesses has been replaced by a strong recommendation that all persons, regardless of vaccination status, continue to wear a mask while in indoor public settings and businesses.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.
• Distribution to the Advisory Committee. Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Wednesday, April 6, 2022, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, April 6, 2022. Your comment will be placed into the record and distributed appropriately.

Recommended Action:
Approve Minutes from March 3, 2022 TTAC meeting.
 
 B.  RECONSIDER THE CIRCUMSTANCES OF THE COVID-19 STATE OF EMERGENCY
Recommended action:
1.  Reconsider the circumstances of the COVID-19 state of emergency;

2.  Consider whether state or local officials continue to impose or recommend measures to promote social distancing;

3.  Find that the SBCAG Board has reconsidered the circumstances of the state of emergency, and that State or local officials continue to impose or recommend measures to promote social distancing; and

4.  Direct Staff to continue to notice and hold hearings as remote hearings consistent with Government Code § 54953(e)(3).

6. DRAFT MEASURE A PROGRAM OF PROJECTS
Recommended Action:
Receive presentation on Draft Measure A Program of Projects for Fiscal Years 2022/23 to 26/27 and provide comments to staff.

7. FTA 5311 PROGRAM OF PROJECTS AND AMENDMENT 3 TO THE FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
Recommended Action:
A.  Recommend the SBCAG board approve the Program of Projects for Federal Transit Administration Section 5311 non-urbanized area transit funds in Santa Barbara County for Federal Fiscal Year 2022/23.

B.  Review a draft of Formal Amendment 7 to the 2021 Federal Transportation Improvement Program (FTIP) and recommend approval to the SBCAG Board in April 2022.
 
8. SB1 AND CTC UPDATES (NO STAFF REPORT)
Recommended Action:
Receive updates on CTC’s programs, policies and activities including Senate Bill 1 (SB1) programs, Road Charge Technical Advisory Committee and Equity Advisory Roundtable.
 
9. ACTIVE TRANSPORTATION PROGRAM (ATP) UPDATE (NO STAFF REPORT)
Recommended Action:
Receive update on Active Transportation Program workshops and upcoming call for projects.
 
10. FEDERAL BIPARTISAN INFRASTRUCTURE BILL (BIL) UPDATE (NO STAFF REPORT)
Recommended Action:
Receive a presentation on BIL.

Recommended Action:
Receive presentation on member agency programs provided by Central Coast Community Energy and new rates by PG&E and SCE as of March 1, 2022.

9. CALTRANS DISTRICT 5 ACTIVE TRANSPORTATION PLAN (NO STAFF REPORT)
Recommended Action:
Receive a presentation by Caltrans’ staff on the final District 5 Active Transportation Plan.

Recommended Action:

Discuss the region’s needs for resiliency and adaption planning with the discussion led by the Resilient Cities Catalyst.
