 The Technical Transportation Advisory Committee, Technical Planning Advisory Committee and Joint Technical Planning Advisory Committee are advisory bodies to the Santa Barbara County Association of Governments. Committee members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION

The California State Legislature recently passed, and the Governor signed, Assembly Bill 361 (Rivas, 2021), which amends the Government Code to allow Brown Act bodies to continue to meet remotely if certain elements are met. The following alternative methods of participation are available to the public:

2. Public Participation: if you wish to make a general public comment or to comment on a specific agenda item, the following methods are available:
In-person Santa Barbara Location. Persons may address the SBCAG Advisory Committee in-person on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. If you attend the Committee meeting in-person, the CDC continues to recommend fully vaccinated individuals wear a face covering in public indoor settings in areas with Substantial or High community transmission rates, and the California Department of Public Health requires all unvaccinated persons to wear mask in all Indoor Public Settings. 
Matters not listed on the agenda may be addressed during the public comment item on the agenda.
Distribution to the Advisory Committee. Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Wednesday, March 2,  2022, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, March 2, 2022. Your comment will be placed into the record and distributed appropriately.

The Advisory Committee rules on the agenda and public comment, unless otherwise directed by the Chair, remain applicable to each of the participation methods listed above.

The public may address the committee on any matter within the jurisdiction of the committee that is not included on the agenda. Comments are limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes.

Approve Minutes from February 3, 2022 TTAC meeting.
 
 B.  RECONSIDER THE CIRCUMSTANCES OF THE COVID-19 STATE OF EMERGENCY
Recommended action:
1. Reconsider the circumstances of the COVID-19 state of emergency;
2. Consider whether state or local officials continue to impose or recommend measures to promote social distancing;
3. Find that the SBCAG Board has reconsidered the circumstances of the state of emergency, and that State or local officials continue to impose or recommend measures to promote social distancing; and
4. Direct Staff to continue to notice and hold hearings as remote hearings consistent with Government Code § 54953(e)(3).
 
4. TTAC ADVANCE CALENDAR
Recommended Action:
Receive Advance Calendar on future TTAC items.
 
5. TTAC ANNOUNCEMENTS
Recommended Action:
Receive announcements from SBCAG staff on items relevant to TTAC members.
 
  PROGRAMMING DIVISION ITEMS 
6. SB1 AND CTC UPDATES (NO STAFF REPORT)
Recommended Action:
Receive updates on CTC’s programs, policies and activities including Senate Bill 1 (SB1) programs, Road Charge Technical Advisory Committee and Equity Advisory Roundtable.
 
7. ACTIVE TRANSPORTATION PROGRAM (ATP) UPDATE (NO STAFF REPORT)
Recommended Action:
Receive update on Active Transportation Program workshops and upcoming call for projects.
 
8. FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
Recommended Action:
Review a draft of Formal Amendment 6 to the 2021 Federal Transportation Improvement Program (FTIP) and recommend approval to the SBCAG Board in March 2022.
 
9. FEDERAL BIPARTISAN INFRASTRUCTURE BILL (BIL) UPDATE (NO STAFF REPORT)
Recommended Action:
Receive a presentation on BIL funding opportunities.
 
10. CENTRAL COAST COALITION ZERO EMISSION VEHICLE STRATEGY UPDATE (NO STAFF REPORT)
Recommended Action:
Receive a presentation on development of CCZEVS.
 
  ADMINISTRATIVE ITEMS 
11. TRANSPORTATION DEVELOPMENT ACT – LOCAL TRANSPORTATION FUND
Recommended Action:
Recommend that the SBCAG Board approve the Local Transportation Fund apportionments for Fiscal Year 2022/23.
 
12. REVISED FY 2021-22 LOCAL TRANSPORTATION FUND ALLOCATIONS
Recommended Action:
Recommend approval of revised FY 2021-22 LTF apportionments.
