The Technical Transportation Advisory Committee and the Technical Planning Advisory Committee are advisory bodies to the Santa Barbara County Association of Governments.  Committee members include staff representatives of each city within Santa Barbara County, County of Santa Barbara, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.  Persons may address the Technical Transportation Advisory Committee and Technical Planning Advisory Committee on any matter listed on the agenda.

IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION

The California State Legislature recently passed, and the Governor signed, Assembly Bill 361 (Rivas, 2021), which amends the Government Code to allow Brown Act bodies to continue to meet remotely if certain elements are met. The following alternative methods of participation are available to the public:

Please note the information above is for observation ONLY, with access to only watch or listen. If you wish to speak during the advisory committee meeting, select a public participation option listed below.

2. Public Participation: if you wish to make a general public comment or to comment on a specific agenda item, the following methods are available:  • In-person Santa Barbara Location. Persons may address the SBCAG Advisory Committee in-person on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. If you attend the Committee meeting in-person, you will be required to wear a face covering/mask at all times regardless of vaccination status per County Health Officer Order No. 2021-10.8. Matters not listed on the agenda may be addressed during the public comment item on the agenda.
Distribution to the Advisory Committee. Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Wednesday, February 2, 2022, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, February 2, 2022. Your comment will be placed into the record and distributed appropriately.

The Advisory Committee rules on the agenda and public comment, unless otherwise directed by the Chair, remain applicable to each of the participation methods listed above.

A. APPROVAL OF TTAC MINUTES
Recommended Action:
Approve Minutes from the January 6, 2022 TTAC meeting.
 
 B.  RECONSIDER THE CIRCUMSTANCES OF THE COVID-19 STATE OF EMERGENCY
Recommended action:
1. Reconsider the circumstances of the COVID-19 state of emergency;

2. Consider whether state or local officials continue to impose or recommend measures to promote social distancing;

3. Find that the SBCAG Board has reconsidered the circumstances of the state of emergency, and that State or local officials continue to impose or recommend measures to promote social distancing; and

4. Direct Staff to continue to notice and hold hearings as remote hearings consistent with Government Code § 54953(e)(3).

Recommended Action:
Receive Advance Calendar on future TTAC items.

Recommended Action:

7. STATE HIGHWAY OPERATIONS AND PROTECTION PROGRAM (SHOPP) (NO STAFF REPORT)
Recommended Action:
Receive update from Caltrans District 5 on the 2022 SHOPP and three-year Project Initiation Document (PID) Work Plan.

8. TRANSPORTATION INFRASTRUCTURE AND INNOVATION ACT (TIFIA)
Recommended Action:
Receive presentation on SBCAG’s pursuit of Federal TIFIA loan.
 
9. SB1 AND CTC UPDATES (NO STAFF REPORT)
Recommended Action:
Receive updates on CTC’s programs, policies and activities including Senate Bill 1 (SB1) programs, Road Charge Technical Advisory Committee and Equity Advisory Roundtable.
 
10. ACTIVE TRANSPORTATION PROGRAM (ATP) UPDATE (NO STAFF REPORT)
Recommended Action:
Receive update on Active Transportation Program workshops and upcoming call for projects.
 
11. FEDERAL BIPARTISAN INFRASTRUCTURE BILL (BIL) UPDATE (NO STAFF REPORT)
Recommended Action:
Receive a presentation on BIL implementation.

12. DRAFT 2022 STATE AND FEDERAL LEGISLATIVE PLATFORM
Recommended Action:
Receive a presentation on the Santa Barbara County Association of Governments (SBCAG) working draft 2022 state and federal legislative advocacy platform and provide feedback to staff.
