 The Technical Transportation Advisory Committee, Technical Planning Advisory Committee and Joint Technical Planning Advisory Committee are advisory bodies to the Santa Barbara County Association of Governments. Committee members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION

  • The California State Legislature recently passed, and the Governor signed, Assembly Bill 361 (Rivas, 2021), which amends the Government Code to allow Brown Act bodies to continue to meet remotely if certain elements are met. The following alternative methods of participation are available to the public:

    2. Public Participation: if you wish to make a general public comment or to comment on a specific agenda item, the following methods are available:
    In-person Santa Barbara Location. Persons may address the SBCAG Advisory Committee in-person on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. If you attend the Committee meeting in-person, you will be required to wear a face covering/mask at all times regardless of vaccination status per County Health Officer Order No. 2021-10.7. Matters not listed on the agenda may be addressed during the public comment item on the agenda.
    Distribution to the Advisory Committee. Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Wednesday, January 5 2022, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, January 5, 2022. Your comment will be placed into the record and distributed appropriately.

Approve Minutes from December 2, 2021 TTAC meeting.
 
 B.  RECONSIDER THE CIRCUMSTANCES OF THE COVID-19 STATE OF EMERGENCY
Recommended action:
1. Reconsider the circumstances of the COVID-19 state of emergency;
2. Consider whether state or local officials continue to impose or recommend measures to promote social distancing;
3. Find that the SBCAG Board has reconsidered the circumstances of the state of emergency, and that State or local officials continue to impose or recommend measures to promote social distancing; and
4. Direct Staff to continue to notice and hold hearings as remote hearings consistent with Government Code § 54953(e)(3).

Recommended Action:

4.  RECOGNITION OF MIKE LUTHER (NO STAFF REPORT)
Recommended Action:
Recognize Mike Luther for serving as TTAC Chair for Calendar Year 2021.
 
5. TRANSPORTATION INFRASTRUCTURE AND INNOVATION ACT (TIFIA) (NO STAFF REPORT)
Recommended Action:
Receive presentation on SBCAG’s pursuit of Federal TIFIA loan.
 
6. CALIFORNIA TRANSPORTATION COMMISSION (CTC) UPDATES (NO STAFF REPORT)
Recommended Action:
Receive updates on CTC’s programs, policies and activities including Senate Bill 1 (SB1) programs, California Road Charge Technical Advisory Committee and Equity Advisory Roundtable.
 
7. REGIONAL SURFACE TRANSPORTATION (RSTP) RESERVE
Recommended Action:
A. Receive presentation on SBCAG Board Policy on RSTP Reserve for Santa Barbara Highway 101 Project.
B. Receive presentation on scenarios for use of RSTP reserve through FY 26/27 and provide recommendation to SBCAG Board of Directors.
 
8. ACTIVE TRANSPORTATION PROGRAM (ATP) UPDATE (NO STAFF REPORT)
Recommended Action:
Receive update on Active
Transportation Program workshops and upcoming call for projects.
 
9. FEDERAL BIPARTISAN INFRASTRUCTURE BILL (BIL) UPDATE (NO STAFF REPORT)
Recommended Action:
Receive a presentation on BIL signed by President Biden.

Recommended Action:

Receive a presentation on the County of Santa Barbara’s Climate Action Plan measures and actions and provide input.
