The Technical Transportation Advisory Committee and the Technical Planning Advisory Committee are advisory bodies to the Santa Barbara County Association of Governments. Committee members include staff representatives of each city within Santa Barbara County, County of Santa Barbara, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District. Persons may address the Technical Transportation Advisory Committee and Technical Planning Advisory Committee on any matter listed on the agenda. IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION Based on guidance from the California Department of Public Health, the March 19, 2020 California Governor's Stay at Home Executive Order N-33-20, the December 3, 2020 State Public Health Officer’s Regional Stay At Home Order, and the December 6, 2020 State Public Health Officer’s Supplement to the Regional Stay At Home Order to protect the health and well-being of all Californian’s and to establish consistency across the state in order to slow the spread of COVID-19, SBCAG advisory committee meetings will temporarily no longer provide in-person public participation. Santa Barbara County Association of Governments established alternative methods of participation for the advisory committees, pursuant to the California Governor’s Executive Order N-29-20, issued on March 19, 2020, which states: Providing an opportunity to “observe and address the meeting telephonically or otherwise electronically,” alone, meets the participation requirement; and “Such a body need not make available any physical location from which members of the public may observe the meeting and offer public comment.” The following alternative methods of participation are available to the public: 1. For those participating via the Zoom, can indicate a desire to speak on an item by using the Zoom “Raise Hand” feature. The clerk will allow your audio to be shared during the public testimony portion of the hearing. The chat feature will be unavailable during the hearing. For technical assistance during the hearing, please text or call (209) 402-4445. The Advisory Committee rules on the agenda and public comment, unless otherwise directed by the Chair, remain applicable to each of the participation methods listed above. 4.	AIRPORT LAND USE PLAN CONSISTENCY DETERMINATION: SANTA MARIA AIRPORT BUSINESS PARK SPECIFIC PLAN AMENDMENT Recommended Action: Recommend the SBCAG Board find the Santa Maria Airport Business Park concept compatible with the adopted Airport Land Use Compatibility Plan.

5.	DRAFT 2021 STATE AND FEDERAL LEGISLATIVE PLATFORM *Recommended Action:* Review and provide feedback on SBCAG’s working drafts for the 2021 State and Federal Legislative Platform.
6.	DRAFT FEDERAL TITLE VI PLAN AND LIMITED ENGLISH PROFICIENCY PLAN *Recommended Action:* Receive SBCAG’s Draft Title VI Plan and Limited English Proficiency Plan as part of the public comment period required by state and federal agencies. 	PROGRAMMING DIVISION ITEMS
7.	CALIFORNIA TRANSPORTATION COMMISSION (CTC) UPDATES (NO STAFF REPORT) *Recommended Action:* Receive updates on CTC’s programs, policies and activities including Senate Bill 1 (SB1) programs, the Road Charge Technical Advisory Committee and Equity Advisory Roundtable.
8.	TRANSPORTATION INFRASTRUCTURE AND INNOVATION ACT (TIFIA) UPDATE *Recommended Action:* Receive update on SBCAG’s pursuit of a Federal TIFIA loan and provide feedback to SBCAG staff.
9.	MEASURE A FISCAL YEAR 2021/22 REVENUE ESTIMATES *Recommended Action:* Recommend approval to the SBCAG Board on final Measure A revenue estimates for Fiscal Years 2021/22 to 2025/26.
	PLANNING ITEMS
10.	2021 CALIFORNIA SAFETY PERFORMANCE MANAGEMENT TARGET Recommended Action: Recommend the SBCAG Board elect to support the 2021 Caltrans statewide safety performance management target.
