The Technical Transportation Advisory Committee and the Technical Planning Advisory Committee are advisory bodies to the Santa Barbara County Association of Governments.  Committee members include staff representatives of each city within Santa Barbara County, County of Santa Barbara, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.  Persons may address the Technical Transportation Advisory Committee and Technical Planning Advisory Committee on any matter listed on the agenda.

IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION

Based on guidance from the California Department of Public Health, the March 19, 2020 California Governor's Stay at Home Executive Order N-33-20, the December 3, 2020 State Public Health Officer’s Regional Stay At Home Order, and the December 6, 2020 State Public Health Officer’s Supplement to the Regional Stay At Home Order to protect the health and well-being of all Californian’s and to establish consistency across the state in order to slow the spread of COVID-19, SBCAG advisory committee meetings will temporarily no longer provide in-person public participation.

Santa Barbara County Association of Governments established alternative methods of participation for the advisory committees, pursuant to the California Governor’s Executive Order N-29-20, issued on March 19, 2020, which states:
Providing an opportunity to “observe and address the meeting telephonically or otherwise electronically,” alone, meets the participation requirement; and
“Such a body need not make available any physical location from which members of the public may observe the meeting and offer public comment.”

The following alternative methods of participation are available to the public:

Please note the information above is for observation ONLY, with access to only watch or listen. If you wish to speak during the advisory committee meeting, select a public participation option listed below.  

 2. Public Participation: if you wish to make a general public comment or to comment on a specific agenda item, the following methods are available:
·    Distribution to the Advisory Committee. Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Wednesday, January 6, 2021, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, January 6, 2021. Your comment will be placed into the record and distributed appropriately.

Read into the record at the meeting. Submit comments of 250 words, or less, via email to info@sbcag.org prior to 5:00 p.m. on Wednesday, January 6, 2021, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, January 6, 2021. Please state in your email, or mail, that you would like this "read into the record." Every effort will be made to read your comment into the record, but some comments may not be read due to time limitations. Comments timely received on an agenda item will be placed into the record and distributed accordingly.

By ZOOM. If you wish to participate via ZOOM, please send your contact information (email address) to info@sbcag.org no later than 5:00 p.m. on Wednesday, January 6, 2021, and a individual participation ID link will be emailed to you with log-in instructions including the ability to dial-in on the telephone if an internet connection is unavailable.  Public members participating via Zoom will not have the ability to share their camera nor their computer screen.  Any physical evidence (e.g. photographs, documents, etc.) the public wishes to share with the Advisory Committees must be emailed to info@sbcag.org no later than noon, Wednesday, January 6, 2021.  Audio controls will be unavailable until the Committee Clerk has been directed to allow public comment by the respective Advisory Committee Chair.  For those participating via the Zoom, can indicate a desire to speak on an item by using the Zoom “Raise Hand” feature. The clerk will allow your audio to be shared during the public testimony portion of the hearing. The chat feature will be unavailable during the hearing. For technical assistance during the hearing, please text or call (209) 402-4445. The Advisory Committee rules on the agenda and public comment, unless otherwise directed by the Chair, remain applicable to each of the participation methods listed above.

The Technical Transportation Advisory Committee and Technical Planning Advisory Committee may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Committee Clerk to all or a majority of the members of The Technical Transportation Advisory Committee and Technical Planning Advisory Committee less than 72 hours prior to that meeting are available for inspection by contacting SBCAG by email or via the Internet at: http://www.sbcag.org/meetings.html.

4. AIRPORT LAND USE PLAN CONSISTENCY DETERMINATION: SANTA MARIA AIRPORT BUSINESS PARK SPECIFIC PLAN AMENDMENT
Recommended Action:
Recommend the SBCAG Board find the Santa Maria Airport Business Park concept compatible with the adopted Airport Land Use Compatibility Plan.

Recommended Action:
Review and provide feedback on SBCAG’s working drafts for the 2021 State and Federal Legislative Platform.
 
6. DRAFT FEDERAL TITLE VI PLAN AND LIMITED ENGLISH PROFICIENCY PLAN
Recommended Action:
Receive SBCAG’s Draft Title VI Plan and Limited English Proficiency Plan as part of the public comment period required by state and federal agencies.

7.  CALIFORNIA TRANSPORTATION COMMISSION (CTC) UPDATES (NO STAFF REPORT)
Recommended Action:
Receive updates on CTC’s programs, policies and activities including Senate Bill 1 (SB1) programs, the Road Charge Technical Advisory Committee and Equity Advisory Roundtable.
 
8.  TRANSPORTATION INFRASTRUCTURE AND INNOVATION ACT (TIFIA) UPDATE
Recommended Action:
Receive update on SBCAG’s pursuit of a Federal TIFIA loan and provide feedback to SBCAG staff.
 
9. MEASURE A FISCAL YEAR 2021/22 REVENUE ESTIMATES
Recommended Action:  
Recommend approval to the SBCAG Board on final Measure A revenue estimates for Fiscal
Years 2021/22 to 2025/26.
 
  PLANNING ITEMS  
10. 2021 CALIFORNIA SAFETY PERFORMANCE MANAGEMENT TARGET
Recommended Action:

Recommend the SBCAG Board elect to support the 2021 Caltrans statewide safety performance management target.
 
11. STREETLIGHT DATA PRESENTATION (NO STAFF REPORT)
Recommended Action:
Receive a presentation from Streetlight Data representatives.
