The Technical Transportation Advisory Committee, Technical Planning Advisory Committee and Joint Technical Advisory Committee are advisory bodies to the Santa Barbara County Association of Governments.  Committee members include staff representatives of each city within Santa Barbara County, County of Santa Barbara, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.   Persons may address the Technical Transportation Advisory Committee, Joint Technical Advisory Committee, and Technical Planning Advisory Committee on any matter listed on the agenda.

IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION

Based on guidance from the California Department of Public Health and the California Governor's Stay at Home Executive Order N-33-20, issued on March 19, 2020, to protect the health and well-being of all Californian’s and to establish consistency across the state in order to slow the spread of COVID-19, SBCAG advisory committees will no longer provide in-person participation.

Santa Barbara County Association of Governments established alternative methods of participation for the advisory committees, pursuant to the California Governor’s Executive Order N-29-20, issued on March 19, 2020, which states:
Providing an opportunity to “observe and address the meeting telephonically or otherwise electronically,” alone, meets the participation requirement; and
“Such a body need not make available any physical location from which members of the public may observe the meeting and offer public comment.”

The following alternative methods of participation are available to the public:

Please note the information above is for observation ONLY, with access to only watch or listen. If you wish to speak during the advisory committee meeting, select a public participation option listed below.  

 2. Public Participation: if you wish to make a general public comment or to comment on a specific agenda item, the following methods are available:
·    Distribution to the Advisory Committee. Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Wednesday, november 4, 2020, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, November 4, 2020. Your comment will be placed into the record and distributed appropriately.

Read into the record at the meeting. Submit comments of 250 words, or less, via email to info@sbcag.org prior to 5:00 p.m. on Wednesday, November 4, 2020, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, November 4, 2020. Please state in your email, or mail, that you would like this "read into the record." Every effort will be made to read your comment into the record, but some comments may not be read due to time limitations. Comments timely received on an agenda item will be placed into the record and distributed accordingly.

By ZOOM. If you wish to participate via ZOOM, please send your contact information (email address) to info@sbcag.org no later than 5:00 p.m. on Wednesday, November 4, 2020, and a individual participation ID link will be emailed to you with log-in instructions including the ability to dial-in on the telephone if an internet connection is unavailable.  Public members participating via Zoom will not have the ability to share their camera nor their computer screen.  Any physical evidence (e.g. photographs, documents, etc.) the public wishes to share with the Advisory Committees must be emailed to info@sbcag.org no later than noon, Wednesday, November 4, 2020.  Audio controls will be unavailable until the Committee Clerk has been directed to allow public comment by the respective Advisory Committee Chair.  For those participating via the Zoom, can indicate a desire to speak on an item by using the Zoom “Raise Hand” feature. The clerk will allow your audio to be shared during the public testimony portion of the hearing. The chat feature will be unavailable during the hearing. For technical assistance during the hearing, please text or call (209) 402-4445. The Advisory Committee rules on the agenda and public comment, unless otherwise directed by the Chair, remain applicable to each of the participation methods listed above.

The Technical Transportation Advisory Committee, Joint Technical Advisory Committee and Technical Planning Advisory Committee may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Committee Clerk to all or a majority of the members of The Technical Transportation Advisory Committee, Joint Technical Advisory Committee and Technical Planning Advisory Committee less than 72 hours prior to that meeting are available for inspection by contacting SBCAG by email or via the Internet at: http://www.sbcag.org/meetings.html.

4. FY 2018-19 FINAL DRAFT MEASURE A AUDITS
Recommended Action:
Recommend for approval the Measure A Audit Reports and management letters prepared by Moss, Levy & Hartzheim, LLP regarding FY 2018-19 compliance with the provisions, requirements and voter mandates specified in the Measure A investment Plan.

5. MEASURE A - MAINTENANCE OF EFFORT (MOE) AUDIT PROCEDURES
Recommended Action:
Document audit procedures as they relate to expenditures funded by non-discretionary revenues to attain Maintenance of Effort requirements under Measure A.

Recommended Action:

7. DRAFT MEASURE A STRATEGIC PLAN AND TRANSPORTATION INFRASTRUCTURE FINANCE AND INNOVATION ACT LOAN
Recommended Action:
Receive update on draft Measure A Strategic Plan and SBCAG’s application for federal TIFIA loan.
 
8. FEDERAL TRANSIT ADMINISTRATION 5307 PROGRAM CALL FOR PROJECTS
Recommended Action:
Recommend the SBCAG Board adopt the transit project selection procedures for the federal Fiscal Year 2021 Federal Transit Administration 5307 Program cycle and initiate a countywide call for projects.
 
9. SENATE BILL 1 (SB1) STATE OF GOOD REPAIR PROGRAM CALL FOR PROJECTS
Recommended Action:
Recommend the SBCAG approve project selection procedures, scoring criteria and application for the SB1 State of Good Repair Program over the next four fiscal years (FY 21/22 – 24/25) and initiate a countywide call for projects.

10. CALIFORNIA COASTAL TRAIL, NORTH COUNTY STUDY
Recommended Action:
Review and comment on the draft study and recommend the SBCAG Board receive and file the final study.
