The Technical Transportation Advisory Committee and Technical Planning Advisory Committee are advisory bodies to the Santa Barbara County Association of Governments.  Committee members include staff representatives of each city within Santa Barbara County, County of Santa Barbara, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.   Persons may address the Technical Transportation Advisory Committee, Joint Technical Advisory Committee, and Technical Planning Advisory Committee on any matter listed on the agenda.

IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION

Based on guidance from the California Department of Public Health and the California Governor's Stay at Home Executive Order N-33-20, issued on March 19, 2020, to protect the health and well-being of all Californian’s and to establish consistency across the state in order to slow the spread of COVID-19, SBCAG advisory committees will no longer provide in-person participation.

Santa Barbara County Association of Governments established alternative methods of participation for the advisory committees, pursuant to the California Governor’s Executive Order N-29-20, issued on March 17, 2020, which states:
Providing an opportunity to “observe and address the meeting telephonically or otherwise electronically,” alone, meets the participation requirement; and
“Such a body need not make available any physical location from which members of the public may observe the meeting and offer public comment.”

The following alternative methods of participation are available to the public:

Please note the information above is for observation ONLY, with access to only watch or listen. If you wish to speak during the advisory committee meeting, select a public participation option listed below.  

 2. Public Participation: if you wish to make a general public comment or to comment on a specific agenda item, the following methods are available:
·    Distribution to the Advisory Committee. Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Wednesday, May 6, 2020, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, May 6, 2020. Your comment will be placed into the record and distributed appropriately.

Read into the record at the meeting. Submit comments of 250 words, or less, via email to info@sbcag.org prior to 5:00 p.m. on Wednesday, May 6, 2020, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, May 6, 2020. Please state in your email, or mail, that you would like this "read into the record." Every effort will be made to read your comment into the record, but some comments may not be read due to time limitations. Comments timely received on an agenda item will be placed into the record and distributed accordingly.

By ZOOM. If you wish to participate via ZOOM, please send your contact information (email address) to info@sbcag.org no later than 5:00 p.m. on Wednesday, May 6, 2020, and a individual participation ID link will be emailed to you with log-in instructions including the ability to dial-in on the telephone if an internet connection is unavailable.  Public members participating via Zoom will not have the ability to share their camera nor their computer screen.  Any physical evidence (e.g. photographs, documents, etc.) the public wishes to share with the Advisory Committees must be emailed to info@sbcag.org no later than noon, Wednesday, May 6, 2020.  Audio controls will be unavailable until the Committee Clerk has been directed to allow public comment by the respective Advisory Committee Chair.  For those participating via the Zoom, can indicate a desire to speak on an item by using the Zoom “Raise Hand” feature. The clerk will allow your audio to be shared during the public testimony portion of the hearing. The chat feature will be unavailable during the hearing. For technical assistance during the hearing, please text or call (209) 402-4445. The Advisory Committee rules on the agenda and public comment, unless otherwise directed by the Chair, remain applicable to each of the participation methods listed above.

4. UPDATE ON POTENTIAL FEDERAL ECONOMIC STIMULUS (No Staff Report)
Recommended Action:
Receive update from on activity related to potential federal economic stimulus for transportation.
 
5. SENATE BILL 1 (SB1) UPDATE (No Staff Report)
Recommended Action:
Receive update on Senate Bill 1 (SB1) programs.
 
6. ACTIVE TRANSPORTATION PROGRAM UPDATE (No Staff Report)
Recommended Action:
Receive update on Cycle 5 of the Active Transportation Program.
 
7. REVISED MEASURE A REVENUE ESTIMATES AND DRAFT MEASURE A PROGRAM OF PROJECTS
Recommended Action:
A.  Receive presentation on revised Measure A Revenue Estimates for Fiscal Years 20/21      to 24/25 and recommend approval by SBCAG Board of Directors.

B.  Receive presentation on Draft Measure A Program of Projects and provide comments to      staff.

8. AMENDMENT TO FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM Recommended Action:
Recommend programming of newly awarded Federal Transit Administration (FTA) 5310 funds to individually listed projects for Easy Lift Transportation, SMOOTH, and Community Partners in Caring. This amendment also programs grouped projects for the local Highway Bridge Program, updates the SHOPP Grouped Project listing: SHOPP Roadway Preservation, and programs 2020 STIP projects.

9. SURFACE TRANSPORTATION PROGRAM
Recommended Action:
Recommend the SBCAG Board approve the Fiscal Year 2019/20 Local Surface Transportation Program apportionments.
 
10. PROJECT INTIATION DOCUMENT WORK PROGRAM
Recommended Action:
Recommend approval of Project Study Report/Project Initiation Document Work Program for Fiscal Years 20/21 to 22/23.

Recommended Action:
Receive a presentation from Caltrans Staff and provide input on the Caltrans District 5 Active Transportation Plan.

Recommended Action:
Receive and comment on the required RHNA survey for local agencies as well as initial factors that should be considered in the development of a RHNA formula.
