The Technical Transportation Advisory Committee and Technical Planning Advisory Committee are advisory bodies to the Santa Barbara County Association of Governments.  Committee members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

Persons may address The Technical Transportation Advisory Committee and Technical Planning Advisory Committee on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The Technical Transportation Advisory Committee and Technical Planning Advisory Committee may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Board Clerk to all or a majority of the members of The Technical Transportation Advisory Committee and Technical Planning Advisory Committee less than 72 hours prior to that meeting are available for inspection in the SBCAG office and on the Internet at: http://www.sbcag.org/meetings.html

Recommended Action:
Approve Minutes from September 5, 2019 TTAC meeting.
 
TTAC ADVANCE CALENDAR
Recommended Action:
Receive Advance Calendar on future TTAC items.

Recommended Action:
Receive announcements from SBCAG staff on items relevant to TTAC members.

Committee Members and Alternates are invited to provide updates on the activities in their jurisdictions.
 
  ADMINISTRATIVE ITEMS  
4. FY 19-20 TRANSPORTATION DEVELOPMENT SALES TAX - REVISED ALLOCATIONS
Recommended Action:
Recommend for approval by the SBCAG board, revisions of Fiscal Year 2019-20 Transportation Development Act – Local Transportation Fund allocations as reflected in revised claims by claimants.
 
5. STATE TRANSIT ASSISTANCE (STA) PROGRAM
Recommended Action:
Receive and recommend for approval by the SBCAG board FY 18-19 State Transit Assistance (STA) Fund Apportionments, to be claimed through revision of the Transportation Development Act (TDA) Claim Forms for FY 19-20 by partner agencies.
 
  PLANNING ITEMS  
6.  2020 UNMET TRANSIT NEEDS PROCESS
Recommended Action:  
Recommend SBCAG perform the 2020 Unmet Transit Needs process consistent with the expectation that no associated funding will be allocated to streets and roads (Article 8).
 
7. SBCAG SAFETY SUMMARY
Recommended Action:
Review and comment on the draft SBCAG regional traffic safety factsheet.
 
  PROGRAMMING ITEMS  
8. SENATE BILL 1 (SB1) AND STATE FUNDING UPDATE (No Staff Report)
Recommended Action:
Receive update on activities related to SB1 and other California Transportation Commission Programs.
 
9. HIGHWAY 101: SANTA BARBARA TO MUSSEL SHOALS COMPREHENSIVE MULTIMODAL CORRIDOR PLAN ADMINISTRATION DRAFT
Recommended Action:
Receive presentation on the Highway 101: Santa Barbara to Mussel Shoals Comprehensive Multimodal Corridor Plan Administration Draft and provide comments/recommendations.

10. DRAFT 2020 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM
Recommended Action:
Review and comment on the Draft 2020 Regional Transportation Improvement Program (RTIP).        
11. STATE HIGHWAY OPERATIONS AND PROTECTION PROGRAM
 
Recommended Action:
Receive presentation from Caltrans District 5 on the 2020 SHOPP.
