The Technical Transportation Advisory Committee and Technical Planning Advisory Committee are advisory bodies to the Santa Barbara County Association of Governments.  Committee members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

Persons may address The Technical Transportation Advisory Committee and Technical Planning Advisory Committee on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The Technical Transportation Advisory Committee and Technical Planning Advisory Committee may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Board Clerk to all or a majority of the members of The Technical Transportation Advisory Committee and Technical Planning Advisory Committee less than 72 hours prior to that meeting are available for inspection in the SBCAG office and on the Internet at: http://www.sbcag.org/meetings.html

4. TRANSPORTATION EMERGENCY PREPAREDNESS PLAN
Recommended Action:
Receive overview of development of a Transportation Emergency Preparedness Plan for Ventura and Santa Barbara counties
 
5. FY 2017-18 DRAFT MEASURE A AUDIT REPORTS
Recommended Action:
A.  Receive the DRAFT Measure A Audit reports and management letters prepared by Moss, Levy & Hartzheim, LLP regarding FY 2017-18 compliance with the provisions,  requirements, and voter mandates specified in the Measure A Investment Plan.

B.  Submit questions or comments to independent auditors and SBCAG no later than September 19, 2019.

6. SBCAG ADVISORY COMMITTEE STRUCTURE
Recommended Action:  
Review, discuss, and recommend approval of the consolidation of the Technical Transportation Advisory Committee (TTAC), Joint Technical Advisory Committee (JTAC), and Technical Planning Advisory Committee (TPAC) into a single Regional Technical Advisory Committee (RTAC).
 
  PROGRAMMING ITEMS  
7. SENATE BILL 1 (SB1) UPDATE (No Staff Report)
Recommended Action:
Receive update on activities related to SB1 Programs.
 
8. MEASURE A STRATEGIC PLAN
Recommended Action:
Receive presentation on amendments to Financial Memorandum for local circulation improvement projects and use of RSTP reserve funding and recommend approval to SBCAG Board of Directors.
 
  PROJECT DELIVERY ITEMS  
9. OLIVE MILL ROUNDABOUT AND SAN YSIDRO ROUNDABOUT
Recommended Action:
Receive a presentation on additional funding needed for completion of environmental, project approval and coastal permitting phase of the Olive Mill Roundabout Project and the San Ysidro Roundabout Project and recommend to the SBCAG Board of Directors the use of $418,000 in Regional Surface Transportation Program (RSTP) funding.10
  PLANNING ITEMS  
10. 2020 UNMET TRANSIT NEEDS PROCESS
Recommended Action:
Recommend SBCAG perform the 2020 Unmet Transit Needs process consistent with the expectation that no associated funding will be allocated to streets and roads (Article 8).
 
11. SANTA YNEZ RIVER TRAIL ALIGNMENT STUDY CONSULTANT SELECTION
Recommended Action:
Recommend the SBCAG Board approve a contract with KTUA to perform the Santa Ynez River Trail Alignment Study.

Recommended Action:
Review, discuss, and recommend approval of the consolidation of the Technical Transportation Advisory Committee (TTAC), Joint Technical Advisory Committee (JTAC), and Technical Planning Advisory Committee (TPAC) into a single Regional Technical Advisory Committee (RTAC).
 
5. RTP-SCS PUBLIC PARTICIPATION PLAN
Recommended Action:
Recommend the SBCAG Board approve one of the three following options: A.  Repeat the process undertaken for the 2017 RTP-SCS cycle;

or B.  Conduct an improved staff-led process; or

C. Conduct a process with SBCAG in partnership with the Community Environmental Council.
 
6. ENVIRONMENTAL JUSTICE DEFINITION UPDATE
Recommended Action:
Review and comment on SBCAG’s work updating the regional definition related to environmental justice.

Recommended Action:
Recommend that SBCAG adopt Airport Land Use Compatibility Plans for Santa Barbara Airport, Santa Maria Airport, Lompoc Airport, Santa Ynez Airport, New Cuyama Airport, and Vandenberg Air Force Base and certify the Initial Study and Negative Declaration prepared for the project.
