The Technical Transportation Advisory Committee and Technical Planning Advisory Committee are advisory bodies to the Santa Barbara County Association of Governments.  Committee members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

Persons may address The Technical Transportation Advisory Committee and Technical Planning Advisory Committee on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The Technical Transportation Advisory Committee and Technical Planning Advisory Committee may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Board Clerk to all or a majority of the members of The Technical Transportation Advisory Committee and Technical Planning Advisory Committee less than 72 hours prior to that meeting are available for inspection in the SBCAG office and on the Internet at: http://www.sbcag.org/meetings.html

4. AMENDMENT TO THE FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
Recommended Action:
Review a draft of Amendment No. 6 to the 2019 Federal Transportation Improvement Program (FTIP) and recommend approval to the SBCAG Board in June 2019.
 
5. FINAL MEASURE A PROGRAM OF PROJECTS
Recommended Action:
Review and comment on Final Measure A Program of Projects for Fiscal Years 2019/20 to 2023/24.

6. SENATE BILL 1 (SB1) UPDATE (No Staff Report)
Recommended Action:  
Receive update on activities related to Senate Bill 1 (SB1).
 
7. FEDERAL TRANSPORTATION INFRASTRUCTURE FINANCE AND INNOVATION ACT (TIFIA) LOAN (No Staff Report)
Recommended Action:
Receive presentation on recent activities related to SBCAG’s exploration of a Federal Transportation Infrastructure Finance and Innovation Act (TIFIA) loan and provide feedback to SBCAG staff on next steps.

8. BYLAWS UPDATE DISCUSSION
Recommended Action:
Review the TTAC Bylaws and suggest changes to be included in a future amendment.

Recommended Action:
Receive a presentation of the SBCAG Geographic Information Systems Needs Assessment and Implementation Plan.
 
6. TECHNICAL METHODOLOGY FOR CONNECTED 2050 REGIONAL TRANSPORTATION PLAN-SUSTAINABLE COMMUNITIES-STRATEGY Recommended Action:
Review and comment on the Technical Methodology memorandum for estimating greenhouse gas emissions in the Connected 2050 Regional Transportation Plan-Sustainable Communities Strategy.
 
7. SUSTAINABLE COMMUNITIES STRATEGY PUBLIC OUTREACH CONSULTANT AND PUBLIC PARTICIPATION PLAN
Recommended Action:
1.  Recommend the SBCAG Board approve and authorize the Chair to execute an agreement between the Community Environmental Council and SBCAG for public outreach services associated with the Sustainable Communities Strategy update.

2.  Recommend the SBCAG Board approve the SB 375 Public Participation Plan.
